New changes will affect migrants arriving to #Chicago on and after Nov 1,2024.

Starting in January, people(including #migrants) will look for shelter by calling 311 and it will be on a first available basis,” said Brandie Knazze, the City’s Commissioner of Family and Support Services.

 A new unified shelter system known as the One System Initiative, that is scheduled to launch in January will now provide care for the newest Chicagoans (migrant that have arrived within 30 days) as well as longtime residents who are unhoused. “We are now able to shift from a large-scale crisis response to a more cost effective, equitable and strategic approach that addresses homelessness for all who need support,” Mayor Johnson explained.

Chicago has a projected $982.4 million deficit for 2025 in addition to the $222.9 million gap in this year’s city budget resulting from the COVID-19 pandemic and #migrant crisis. 

Only pregnant, disabled and those experiencing illnesses will be eligible for extensions through Jan. 1, 2025 with no further extensions  being offered beyond this date. 

 30-day shelter extensions based on the “Public Benefit enrollment” extension for anyone currently in the New Arrivals shelter system or newly entering into the system  will be eliminated.

Additionally, effective on  Nov. 1, the designated “landing zone” for migrants will no longer remain open overnight, will operate only from 8 a.m. until 8 p.m., and permanently close at the end of 2024.

A new state bill #H4750 is now awaiting signature from Gov. Maura Healey that will replace birth certificate documents  from “mother,” to “person who gave birth.” The word “father,”will be replaced with “other parent.” Additionally, the words “man” and “woman” will be  exchanged with term “persons.” The words “paternity” will be replaced with “parentage” and “his,” in reference to the father, will be replaced with “their.” 

The Biden Administration also was in support of a similar law that would  replace language in Title IX protections, by removing terms “sex child” to “gender identity.”

The #DACA program enacted by President Obama on June 15, 2012  allowed thousands of young #undocumented #immigrants to avoid #deportation and work legally because they were brought to the US as minors.

 Again it was declared unlawful by U.S. District Judge Andrew Hanen.

 Hanen included in his 40-page ruling that

According to the most recent version of the reconciliation bill, an education grant program will include free community college to individuals regardless of their "basis of citizenship, alienage, or immigration status.”The bill excludes student loan cancellation from the budget. Non citizens count as eligible students for free community college as long as the  student attends at least on "a half-time basis, and that students at schools with varying in-state and out-of-state tuition rates are covered under the definition if they "would qualify for such in-state or in-district resident tuition at such community college, but for the immigration status of such student." Republicans repudiated this proposed section citing, "Illegal immigrants skipped the line and broke our laws — they should not be rewarded with free tuition," Sen. Tom Cotton, R-Ark., told Fox News in an email. "But Democrats want to use your tax money to pay for them to go to college." On “Freedom’s Eve,” or the eve of January 1, 1863, the first Watch Night services took place. On that night, enslaved and free African Americans gathered in churches and private homes all across the country awaiting news that the Emancipation Proclamation had taken effect. At the stroke of midnight, prayers were answered as all enslaved people in Confederate States were declared legally free. Union soldiers, many of whom were black, marched onto plantations and across cities in the south reading small copies of the Emancipation Proclamation spreading the news of freedom in Confederate States. Only through the Thirteenth Amendment did emancipation end slavery throughout the United States. A 700-pound statue of George Floyd sculpted by  Stanley Watts will be displayed outside City Hall  and will remain there for one year. 

Filmmaker Leon Pickney commissioned the statue, which was donated to the city as part of a public art program.
